One of the major problems that exist in police organizations is the lack of accountability by departments to adequately identify officers who have established patterns of abuse through public complaints and then apply the appropriate discipline. A statistical study may even conclude a correlation exist between officers that have numerous public complaints filed against them with accompanying higher rates for discharging their weapons than officers with fewer public abuse complaints. It goes without saying, "the departments know their bad apples and they consistently work to protect and exonerate their illegal actions." The public has a right to know what officer may be professionally unfit to perform the job.
