This article confirms that in probably most police departments in this country there are rogue groups of officers 'Repeaters' that account for most of the the police shootings and brutality complaints. But rather than fire these officers they continue to get protection from superiors and their police union affiliation all combined in a culture that works to exonerate their illegal actions. City budgets already underfunded continue to pay legal fees and compensatory awards to the victims and their families. Its the system that is broke to the disadvantage of the poor which suffer the most repression from police in their communities.
